State and National Organization and Agency staff will find useful early education and child care quality improvement Tools here. ECELS has developed checklists, forms, manuals, booklets, pamphlets, model policies, and posters to enable early educators to implement best practices related to health and safety. In addition, ECELS developed an internet software application (WellCareTrackerTM) at to ease the burden of checking health supervision services and immunizations before admission and tracking throughout enrollment to be sure that the child's health record shows that the child is up to date with recommended preventive health services. This section of the website includes each of these types of tools. 11/2012
