Keystone STARS is Pennsylvania's Quality Rating and Improvement System (QRIS). Keystone STARS is a continous quality improvement approach to assess, improve and communicate the level of quality in early and school age - care and education programs. The crosswalk document identifies ECELS resources that relate to specific standards. The Steps for Early Care and Education Programs to Reduce Illness and Injury address STARS Standard LM. 2.3.
